Assessment Engineering is the process of analyzing the relevant data and actual projects and services, and then formulating a new Assessment District. A Property and Business Improvement District (PBID) is a property based assessment district subject to the provisions of the California Streets and Highways Code, Section 36600 – 36671. The Property and Business Improvement District Law of 1994 was created to promote the economic revitalization and physical maintenance of business districts in an effort to create jobs, attract new businesses, and combat revenue losses to urban development and other cities. A PBID is a financing mechanism used to support various local improvements and services that enhance the targeted area. It is a self-imposed and self-governed district that unifies business and property owners in support of a common goal.
